Twelve indicted by New Kent Circuit Court grand jury

Twelve individuals, including a Richmond man accused of attempting to hire a hit man, two New Kent men implicated in a rash of car break-ins, and a Williamsburg woman who led police on a high speed chase in an alleged stolen car, have been named in indictments handed up by a New Kent Circuit Court grand jury on March 18.

Clyde Cecil Armstrong, 34, of 4301 E. Parham Road, Richmond, has been indicted on two counts of solicitation of murder. On August 20 of last year and while being held in Henrico Jail East on charges incurred in Henrico County, Armstrong allegedly solicited another inmate to hire a hit man to have two people, April T. McClellen and Christopher S. Hale, murdered.

Armstrong’s legal troubles, however, reach far beyond New Kent. He faces two counts of capital murder in Nottoway County and more charges could be pending in Henrico.

Michael Scott Davis Jr., 23, of 9616 Crumps Mill Road, Quinton, and Christopher Shane Goode, 20, of 9525 Crumps Mill Road, Quinton, have been indicted on four counts each of grand larceny, two counts each of breaking and entering, and one count each of vandalism stemming from several vehicle break-ins last fall in the Quinton area, including the Kenwood Farms and Greenwood Estates subdivisions and along G.W. Watkins Road.

On Nov. 4-5 of last year, both men are accused of stealing a bow and arrows and a black powder rifle from James Baldwin and Mark Clayborne. Both suspects also are being prosecuted for allegedly stealing credit cards belonging to Elizabeth Hensley, Samantha Hensley, and Mark Hill.

Ebony Tashaun Perkins, 20, of 161 Gray Gables Drive, Williamsburg, has been indicted on one count each of grand theft auto, felony eluding police, and assault on a police officer. The charges stem from Jan. 15 when a State Police trooper checked on a vehicle parked on westbound Interstate 64.

An 11-mile chase ensued reaching speeds up to 100 miles per hour before the vehicle crashed near the Quinton/Bottoms Bridge exit. The car, a 2008 Nissan Versa, had been reported stolen in Newport News.

Other individuals indicted on March 18 and the charges they face are:

–Kevin Lee McKenney, 34, of 7931 New Kent Highway, New Kent, on three counts of forging a public document. The offenses allegedly occurred last year on Dec. 12.

–Rodney Ryan Burnside, 30, of 3313 Chickahominy Road, Toano, on two counts of grand larceny. Burnside is accused of stealing two shotguns from the residence of Jeffrey Deaton.

–Alexander Nicholas Davis, 21, of 7570 Elko Road, Sandston, on three counts each of credit card fraud and obtaining money under false pretenses, and one count of breaking and entering. Davis is accused of breaking into the home of Tommy Ellis on Aug. 16 of last year and using credit cards belonging to John and Debbie Rigdon to receive money last Sept. 21.

–Richard Lawrence Fredricks, 44, of 7928 of Point Lookout Road, West Point, on one count of malicious wounding. On Oct. 10 of last year, Fredricks is alleged to have injured Shelia Marie Berkley.

–Ocie Tramain Johnson, 31, of 2601 East Princess Anne Road, Norfolk, on two counts each of destruction of property and tampering with a vehicle, and one count of grand larceny. The indictments allege that Johnson damaged a minivan belonging to Coast Plains Environmental Group as he attempted to steal tools from inside on Sept. 4 of last year.

–Robert Austin Payne, 18, of 11478 Oakrise Road, New Kent, on two counts of grand larceny and one count of breaking and entering. Payne is accused of breaking into the residences of Scott Gala and Stephen VonHitritz and stealing a video game console and jewelry.

–Jeffrey David Ross, 31, of 3354 Lower Mountain Road, Sanborn, N.Y., on two counts of malicious wounding and one count of misdemeanor violation of a protective order. Ross is accused of injuring Carly Bayens on Feb. 20 of this year.

–George Allen Stanley Jr., 42, of 114 Wooten Road, Sandston, on four counts each of obtaining money by false pretenses and uttering. Stanley is accused of writing checks to himself from the account of Emily Denell and cashing the checks at a C&F Bank branch. All four checks amounted to $1,550 in stolen money.
