By Alan Chamberlain | November 4, 2010 10:10 am

New Kent School Board members have voted preliminary approval for a five-year capital improvement plan totaling almost $35.5 million. But only a fraction of the proposed spending, just over $366,000, is pegged for the next fiscal year. Pointing to ongoing economic and budget woes during Monday’s board meeting, school superintendent Rick Richardson said, “We are not forwarding additional capital projects at this time.” For now, only two projects appear in the column for the next (2011-12) fiscal year — replacing four buses in the schools’ fleet and buying a new driver’s education car at a cost of $366,210 and $30,000…

By Alan Chamberlain | November 4, 2010 10:07 am

Charles City’s budget picture may not be as gloomy as first thought, but county officials still expect to be making budget cuts this fiscal year to offset an estimated deficit now pegged at $300,000. County administrator Jack Miniclier delivered the news to Board of Supervisors members during the group’s Oct. 26 meeting. The anticipated revenue shortfall, brought about by declining dollars from Waste Management’s landfill in the county, stood at $1.2 million in August. Carter found guilty on two marijuana counts

By Alan Chamberlain | November 4, 2010 10:02 am

When asked by New Kent Circuit Court trial Judge Thomas Nance if he was ready for trial, a seemingly confident John Steven Carter blurted, “Let’s go!” Four hours later, Carter, who once told a local magistrate his occupation is “medicinal botanist,” stood convicted of two felony drug charges and now faces up to 40 years in prison. Last Friday’s trial stemmed from October 2008 when authorities seized 346 marijuana plants inside a sophisticated “grow room” Carter, 58, had created in an upstairs room of the house he rented at 15600 Pocahontas Trail (Route 60) in Lanexa. But proving Carter’s guilt…
