NK grand jury indicts six

Six individuals, including a New Kent woman accused of raping and sexually abusing an underage boy and a man accused of robbing a county convenience store, have been indicted by a county circuit court grand jury.

Convening Monday, the grand jury indicted Elisabeth Jane Norman, of 5021 Holly Road in Quinton, on one count of rape and two counts of taking indecent liberties with a child.

The charges stem from an Aug. 2 incident in which Norman allegedly had sexual intercourse with a 15-year-old boy. The indictment in the matter alleges that the act was “accomplished by the victim’s mental incapacity or physical helplessness.”

Commonwealth’s Attorney Linwood Gregory said the acts took place while Norman had a custodial relationship with the boy.

Also indicted Monday was Kevin Bernard Page, 31, of 17474 King William Ave. in King William County, on one count of robbery. Page allegedly stole $836.39 in cash from the Bottoms Bridge Shell convenience store on Route 60 last Sept. 19.

According to a New Kent Sheriff’s Office report, the incident began shortly after 8 a.m. when a man, alleged to be Page, entered the store and walked into the restroom. Emerging moments later, he picked up a candy bar and inquired about price. The lone clerk on duty answered, the man put back the candy bar, grabbed another item, and handed money to the clerk.

When the clerk opened the cash register, the man reached in the drawer, snatched money, and fled. A customer entering the store as the man ran outside recorded the license tag on a dark blue Volvo as the suspect drove off. The tag number was later traced to Page, and the suspect was eventually picked up a few days later by King William authorities.

Others indicted by the grand jury on Monday and the charges they face are:

–Frank McCellan Dawson, 61, of 407 Straford Road Apt. B in Williamsburg, on one count of felony construction fraud. Dawson allegedly accepted an advance payment for construction work from Kim Claytor between April 29 and May 24 and neither performed the work nor returned the money.

–Jack Randall Grimmett Jr., 51, of 4205 Good Hope Road in Lanexa, on one count each of felony manufacturing or possessing marijuana and possession of a firearm by a convicted felon. The charges stem from an alleged incident last July 18.

–Timothy Quinton Little Jr., 23, of 12755 Tyler’s Ridge Court in Charles City, on one count each of grand larceny auto, felony eluding, and possession of a firearm by a convicted felon. The charges are in connection with an alleged incident last Sept. 16.

–James A. Smith, 34, of 1120 East 16th St. in Richmond, on one count of cocaine possession stemming from an alleged incident last May 13.
