Federal authorities take over New Kent armed carjacking case

Federal authorities are now taking over a case involving four men who were involved in an armed carjacking in November.

Charges were dropped at the local level against Anthony Tyrone Williams Jr. 21, of the 23000 block of Cutbank Road, McKinney; Colin Ray Dugger, 21, of the 2500 block of Shady Side Drive, Petersburg; David Dewayne Jackson, 24, of the 25000 block of Shady Side Drive, Petersburg; and Javanta Lightfoot, 21, of the 15000 block of Allen Road, Dinwiddie. All four suspects are expected to be indicted on federal charges.

According to the arrest report, just after 6:30 a.m. on Nov. 27, 2015, a victim called New Kent’s Sheriff’s Office Emergency Communications Center and said they had been robbed at gunpoint. The victim said their car along with a small, red sports car left the scene of the crime at the intersection of N. Courthouse Road and Kentland Trail.

Within 10 minutes, Virginia State Police located the vehicles traveling southbound on Route 106 (Emmaus Church Road). The report indicates the stolen vehicle accelerated and entered Charles City. Prior to reaching the intersection of Route 106 (Roxbury Road) and Route 5 (John Tyler Memorial Highway), the vehicles stopped with several subjects fleeing on foot. Virginia State Police and New Kent deputies located the subjects with the assistance of K-9 units and a helicopter, arresting four individuals at 9:25 a.m.

All four suspects were charged with one count each of armed carjacking, conspiracy to commit armed carjacking, use of a firearm in commission of a felony, grand larceny, and credit card theft. Jackson received an additional charge of possession of a firearm by a convicted felon, while Virginia State Police charged Lightfoot with felony eluding police and misdemeanor driving while suspended. Those charges have been dropped and new charges will be handed down from federal authorities.

All four individuals are being held without bond in Henrico Jail East.
