Norfolk woman pleads guilty to lottery ticket thefts in Charles City

A Norfolk woman entered a guilty plea to grand larceny as part of an agreement reached during June 9 proceedings in Charles City Circuit Court.

Tiffany Nicole Street, 36, accepted the deal that stemmed from an Aug. 23, 2015 offense. As part of the agreement, one charge of burglary was dropped.

In a summary of evidence, Street and a co-defendant stopped at Haupt’s Country Store to gas up their vehicle. After leaving, the two returned later where the co-defendant allegedly threw a brick into glass panes, gaining access to the lottery bin container and stealing it. Video surveillance showed Street’s car as the vehicle that the co-defendant fled in with Street as the driver. Additional video evidence from other jurisdictions confirmed her identification as she was the individual who cashed in the stolen tickets for money.

Under the agreement, Street received a five-year sentence with all time suspended. She must pay $2,880 as part of restitution for the offense.

In other circuit court matters:

–Wayne Scherer Alvis Jr., 45, accepted a plea deal to a lone charge of extortion in writing after waiving his lower court proceedings and formal indicting on the offense.

In a summary of evidence, Alvis was involved in a relationship with his ex-girlfriend that ended in late 2017. Alvis continued to text her with a message on Jan. 28 saying that the break-up took a toll on him and that he “was going to hurt people.” Local authorities intervened and he was subsequently taken into custody.

Under the agreement, no formal finding will be rendered as the defendant was ordered into a substance abuse rehabilitation program and not violate a restraining order. If successful for a year, the charge will be reduced to a misdemeanor and he will be sentenced to 12-months in jail with all time suspended. If he is unsuccessful, he will be sentenced on the felony charge.

–Dallis Leno Wallace Jr., 48, of the 7800 block of Lewis Tyler Lane, Charles City, had one charge of construction fraud dropped against him after he repaid restitution to the victims.
