Richmond man receives three months in jail for driving under the influence in New Kent

A Richmond man will spend three months in jail for driving under the influence for the third time.

Charlie Mitchell, 50, of the 2200 block of Mandalay Drive, entered a guilty plea to DUI (third or subsequent offense) as part of a plea agreement reached Monday morning in New Kent Circuit Court.

In a summary of evidence provided by New Kent Commonwealth’s Attorney Scott Renick, on July 29, 2025, Virginia State Police initiated a traffic stop on a vehicle that was speeding. When the officer approached, they detected a strong odor of alcohol. The driver, identified as Mitchell, admitted to the officers that he had a drink three hours prior to the stop. Mitchell performed poorly on field sobriety tests and was arrested. A breathalyzer test revealed his blood-alcohol content to be .20, which is two-and-a-half times greater than the legal limit. Officers also discovered Mitchell had committed at least two similar offenses within the last ten years.

Under the agreement, Mitchell received a five-year sentence with four years, nine months suspended. The 90 days of active time to serve is required under state law. He must also pay a $1,000 fine.

In other circuit court proceedings:

–Dennis Wayne Hunt, 64, of the 7100 block of Kentmore Road, pled guilty to an amended charge of possession of methamphetamine (originally distribution of methamphetamine greater than 100 grams) as part of a plea agreement. One charge of possession of a Schedule I/II drug was dropped as part of the deal.

In a summary of evidence, on June 11, 2024, The Twin Rivers Drug Task Force conducted a control buy with a confidential informant. The informant went to the home of Hunt and purchased five grams of crystal meth. The officers used the evidence and arrested Hunt on the charge.

Under the agreement, Hunt received a 10-year sentence with all time suspended. He must also pay a fine of $1,000.

–Amilcar Gilberto Perez Bravo, 29, of the 200 block of Pointer Circle, Newport News, had one charge of possession of a Schedule I/II drug dismissed after successfully completing the First Offender Program.

–Dennis Eugene Stewart, of Quinton, entered a guilty plea to an amended charge of misdemeanor animal cruelty (originally animal cruelty) as part of a plea agreement.

In a summary of evidence, on Oct. 11, 2024, a New Kent deputy responded to a call of service for a welfare check on an animal. When the officer arrived, the property owner said that a dog on the property that was under the care of Stewart was not looking its best. It was discovered that the dog needed medical attention and was taken to a nearby veterinarian’s office. Unfortunately, the animal was euthanized due to its age and poor health status. Stewart was charged for neglecting the animal’s care.

Under the agreement, Stewart received a 90-day sentence with all time suspended.
