Fifteen month sentence imposed on Sandston man who made threats in New Kent

A Sandston man who continued to violate the terms of a protective order will spend 15 months in jail.

Robert Steven Maxey, 63, of the 3200 block of Portugee Road, entered guilty pleas to two counts of violating a protective order (third time within 20 years) and two counts of making a threat in writing as part of a plea agreement reached Monday afternoon in New Kent Circuit Court. Two additional charges of violating a protective order and two additional charges of making a threat in writing were dropped as part of a deal.

In a summary of evidence provided by New Kent County Assistant Commonwealth’s Attorney Thomas Cleater, between Aug. 2024 and Feb. 2025 Maxey sent text messages to the victim. In some of the messages, Maxey made threats that he would harm the victim if they did not respond. At the time, Maxey was under a court order not to contact the victim.

Under the agreement, Maxey received a five-year sentence with all but six months suspended on each of the two violating the protective order convictions. He received a five-year sentence with four years, nine months suspended on the first count of making a threat in writing. All five years of making a threat in writing were suspended.

In an unrelated case, a Richmond woman will spend five days in jail after being convicted of simple assault.

Victoria Nicole Gragg, 29, of the 8000 block of Stonemeade Drive, entered guilty pleas to an amended charge of misdemeanor simple assault (originally assault and battery on a law enforcement officer) and misdemeanor obstruction of justice as part of a plea deal.

In a summary of evidence, on Sept. 19, 2025, an altercation took place at the Starbucks in Bottoms Bridge. When officers arrived, Gragg was placed into custody and bumped into a police office as she attempted to resist being arrested.

Under the agreement, Gragg received a 180-day sentence with all but five days suspended on the simple assault conviction. All 90 days on the obstruction of just charge were suspended, but she must pay a fine of $600.
