New Kent man enters no contest plea to abduction, violating protective orders

A New Kent man who held a family member against their win last Fall has entered a no-contest plea to the offense.

Devin Joseph Pardun, 46, of the 5900 block of Hingham Drive, New Kent, entered no contest pleas to one count of abduction and three counts of misdemeanor violating a protective order as part of a plea agreement reached Monday afternoon in New Kent Circuit Court. Eleven additional counts of violating a protective order, one count of misdemeanor assault and battery of a family member, and one count of misdemeanor obstruction of justice were dropped as part of the agreement. A no contest plea indicates that evidence presented during the trial would be enough to convict the defendant of the offenses.

In a summary of evidence provided by New Kent County Assistant Commonwealth’s Attorney Thomas Cleater, on Sept. 27, 2025 just after midnight, New Kent Sheriff’s Office responded to a call for service in the Lanexa area of the county. When a deputy arrived, he was met by a family member of the victim. The family member said that his relative was being held inside the house and that Pardun was the individual who was committing the act. The officer was able to speak with Pardun, with the investigation revealing that Pardun and the victim had gotten into an argument and that Pardun locked the victim inside a room for 15 minutes. Pardun was taken to jail on the offense and an emergency protective order was issued against him. However, Pardun attempted to contact the victim three times over the next two days, which violated the order.

Under the agreement, no formal finding was rendered as the defendant has been ordered into several classes including some for mental and health assessment. If the defendant successfully completes the two-year probationary period, the felony abduction charge will be reduced to a misdemeanor and he will receive a jail sentence of one day plus time served on one of the misdemeanor violating a protective order counts. The other two counts would be dismissed as part of the agreement.

In other circuit court matters:

–Alexander Broughman, of Quinton, entered a guilty plea to possession of a Schedule I/II drug as part of a plea agreement.

In a summary of evidence provided by New Kent Commonwealth’s Attorney Scott Renick, on July 15, 2025, Broughman had the substance on him after a vehicle where he was inside of had a firearm. The substance was sent off to the lab and determined to be methamphetamine.

Broughman received a 10-year prison sentence with all time suspended. He must pay a fine of $1,500.

–Jacob Bryan Cahoon, 30, received formal sentencing on one count of possession of a Schedule I/II drug. In July 2025, Cahoon failed to complete the conditions of a plea deal reached during an Oct. 2024 case where he admitted he was in possession of methamphetamine. Cahoon’s case was continued as he entered into rehabilitation programs. Cahoon successfully completed those programs.

Cahoon received a 10-year sentence with nine years, nine months suspended (three months to serve) on the possession of a Schedule I/II drug. One charge of felony failure to appear and misdemeanor violating the terms of bond conditions were dismissed.

–Darrick Holmes Jr., 31, of the 6000 block of Golden Wheel Road, Providence Forge, had one charge of possession of a Schedule I/II drug dismissed after successfully completing the First Offender Program.
