New Kent Board of Supervisors’ chairman Thomas Evelyn (right) presents Thomas B. Hoover, Circuit Court Judge for the 9th Judicial Circuit, a resolution in recognition for his contributions to New Kent County during the board’s Dec. 8 meeting. Hoover has served as a judge for 20 years and has a total of 33 years working in New Kent that included a stint as the county’s Commonwealth’s Attorney. He will be retiring effective Dec. 31.
