A New Kent County man has been arrested on several charges stemming from a Jan. 26 early morning pursuit in Charles City. William Henry Winston Jr., 64, of the 6300 block of Emmaus Church Road, is charged with one count of felony eluding police and one count each of misdemeanor driving on a revoked license, speeding, no vehicle registration, and no state inspection. After 15 months of legalities, motions, and mediation as part of a civil lawsuit between Charles City County and Waste Management, both parties have agreed to a $1.5 million settlement. Charles City animal control officer Frank Bates will retire from his position effective Jan. 31. An announcement during the Jan. 27 Charles City Board of Supervisors’ meeting revealed that Bates will step down from his post. When taking action on a Memorandum of Understanding (MOU) between the county and New Kent Sheriff’s Office, it was revealed that the animal control officer will enter retirement after more than 30 years of service. A Quinton man accepted a plea deal during Jan. 26 New Kent Circuit Court proceedings stemming from an April 2014 arrest. Charles City’s planning staff is scheduling three public meetings to receive input on the planning commission’s proposed Neighborhood Service Areas (NSA). At least one NSA is located in each district, with a NSA defined as “areas located around crossroads and other community anchors that provide limited space for high density residential development and associated neighborhood commercial activities.” The planning commission is also proposing to incorporate new Rural Residential Mixed-Use zoning (RMU-1), with the intent of encouraging development of residential-based, mixed-use NSAs in the Adkins Store and Ruthville communities. As of Jan. 1, a $30 business fee is now in effect in Charles City. A new ordinance passed on Nov. 25 requires business owners/managers to apply for the yearly business permit. Owners must also conform to the county’s zoning ordinance for approval by applying for a one-time zoning business permit fee at a cost of $20. Calls to the sheriff’s office say packages left on the porch of homes by a delivery company were taken by unknown subjects. Authorities are looking into the matter and ask residents to be on the lookout for any suspicious vehicles and/or persons. A Henrico man faces numerous felony charges after being arrested on sexual allegations stemming from 2010 incidents in Charles City. Sheriff’s deputies arrested Nicholas Alan Keller, 23, of the 2000 block of Dresden Road, on two counts of sodomy, and one count each of rape, abduction, incest, and indecent liberties with a minor. According to the arrest report, Keller took sexual advantage of a minor in 2010, when the victim was 13 years old. After an investigation, deputies were dispatched to Keller’s home, where he was arrested on Jan. 8. Keller was being held without bond at Riverside Regional Jail.

Nicholas Otey, 36, of the 9400 block of Barnetts Road, Charles City, has been charged with one count each of attempted armed robbery, burglary at night with intent to commit armed robbery, possession of a firearm by a convicted felon, use of a firearm in commission of a felony, misdemeanor impersonating a police officer, and misdemeanor reckless handing of a firearm.
