Gloucester man convicted of DUI related crimes in New Kent

A Gloucester man entered guilty pleas in crimes related to driving while intoxicated during Monday afternoon proceedings in New Kent Circuit Court.

Quentin Andre Huggins, 31, of the 8100 block of Kitchener Road, pled guilty to an amended charge of contributing to the delinquency of a minor (originally felony child abuse), assault and battery on a police officer, and misdemeanor DUI (second offense).

In a summary of evidence provided by assistant Commonwealth’s Attorney Randy Del Rossi, on June 14, 2019, a New Kent deputy received a be-on-the-lookout for a pickup truck driving erratically on Route 33. The officer located the vehicle and followed it, noticing it weaving back and forth over lines. A traffic stop was conducted, and Huggins was identified as the driver. As the officer conducted his investigation, he detected the smell of alcohol and Huggins was asked to complete a field sobriety test. Huggins failed the test and was arrested. Inside of the defendant’s truck was a young child whom he was transporting. When Huggins was being taken out of the police car for processing, he swung his shoulder quickly, hitting the car door and forcing it to close on the police officer who was taking him out of the vehicle, prompting the assault on a law enforcement officer charge.

Under the plea agreement, a presentence report is being prepared on the defendant. Sentencing guidelines recommend a range from eight months to two years, one month, with Huggins having to serve a mandatory minimum of six months and 15 days. Formal sentencing is scheduled for April.

In other circuit court proceedings:

–Brandy Marie Sloan, 36, of Fredericksburg, received formal sentencing on charge of possession of a controlled substance (heroin), and felony failure to appear.

During a Dec. 17, 2019 trial, Sloan entered the guilty pleas. During her trial, she admitted on Apr. 3, 2015, she possessed heroin when a vehicle she was riding in was searched after receiving consent. The search yielded the substance inside a food box, resulting in her arrest. While out on bond, she failed to appear for a March 2016 trial date.

Sloan received a 10-year sentence with nine years, six months suspended (six months to serve) on the possession of heroin conviction. All three years on the felony failure to appear were suspended.

–Katirna Elaine White, 33, of the 3100 block of North Avenue, Richmond, entered guilty pleas to an amended charge of misdemeanor embezzlement (originally felony embezzlement), possession of a schedule I/II substance, and misdemeanor pretrial violation.

In a summary of evidence, between June 9 to June 25, 2019 an internal audit of the McDonald’s restaurant in Bottoms Bridge revealed funds were missing. An investigation was conducted, with video evidence revealing White stealing money from the register. When confronted by the investigating deputy, White admitted to taking the money to help her buy drugs. White also admitted that she had a syringe with cocaine on her as well. The defendant was arrested on the charges, and later received an additional charge for violating conditions of her pretrial.

Under the agreement, all 12 months on the embezzlement charge were suspended and she will serve 10 days on the pretrial violation. She will also be placed in the first offender program for the possession of cocaine conviction, and must pay restitution in the amount of $1,040.90.
