Richmond man indicted for April 2023 high-speed chase, crash in New Kent

A Richmond man who allegedly fled police on Apr. 17, 2023, has been indicted by a New Kent grand jury.

James Alonzo McLaughlin, 40, of the 3800 block of 500 block of W. Grace Street, Richmond, was indicted on one count each of felony eluding, felony hit and run, and misdemeanor DUI (first offense) during Monday morning proceedings in New Kent Circuit Court.

An Apr. 18 press release by New Kent Sheriff’s Office indicates that at 1:15 p.m., a call for service was received about a suspicious vehicle and possible intoxicated occupants. Officers responded to Chesapeake Circle in the Providence Forge area, finding a vehicle that matched the description. Deputies made contact with the occupants of the vehicle, with one deputy observing the driver, who appeared to be intoxicated.

When the deputy attempted to detain the driver, the vehicle sped away, leading to a chase that traveled southbound on North Courthouse Road before turning eastbound on Pocahontas Trail. The vehicle lost control, striking a utility pole. The driver, later identified as McLaughlin, attempted to flee on foot, but was apprehended shortly afterwards and charged with the aforementioned crimes, resulting in the indictments.

In other indictments certified by the grand jury:

–Maria De Jesus Barrios, 31, of the 2900 block of N. Parham Road, Richmond, on one count each of possession of a Schedule I/II drug, felony failure to appear on a drug charge, and misdemeanor obstruction of justice. The defendant allegedly possessed a combination of cocaine, heroin, and Fentanyl on Mar. 2, 2023, and did not appear for a court date in general court on Aug. 16, 2023.

–Lawrence Church Jr., 56, of the 7200 block of Lakeshore Drive, Quinton, on one charge each of possession of a Schedule I/II substance and misdemeanor DUI (first offense). Church allegedly possessed cocaine on Sept. 17, 2023.

–Caleb Shane Evans, 20, of the 4300 block of Wigeon Drive, Providence Forge, on a single charge of possession of a Schedule I/II drug. The defendant was allegedly in possession of Fentanyl on Oct. 1, 2023.

–Omare Elijah Foster, 20, of the 30 block of Ferncliff Drive, Hampton, on one count each felony eluding of police, misdemeanor reckless handling of a firearm, misdemeanor driving suspended, misdemeanor reckless driving by speed, and two counts of misdemeanor contributing to the delinquency of a minor. The indictments allege Foster led officers on a chase on Interstate 64 and U.S. Route 60 on May 27, 2023.

–Jessica Theresa Mary Fulcher, 47, of the 100 block of Capeside Court, Williamsburg, on one count each of felony hit and run, misdemeanor reckless driving, and misdemeanor failing to report an accident. The offenses allegedly took place on May 24, 2023.

–Jessica Nicole Llewellyn, 32, of the 7000 block of Lakeshore Drive, Quinton, on a solo charge of possession of a Schedule I/II drug. The defendant allegedly possessed methamphetamine on July 10, 2023.

–Wayne William McCarthy, 60, of the 15000 block of Pocahontas Trail, Lanexa, on a single charge of possession of child pornography. The defendant allegedly had material related to the offense on Aug. 10, 2023.

–Danasia Primus, 19, of the 18000 block of Deloatch Avenue, Boykins, on two counts of felony child abuse and one count of misdemeanor carrying a concealed weapon. The offenses allegedly occurred on June 1, 2023.

–David Michael Shupe, 38, of the 800 block of Reid Road, Lexington, on a lone charge of credit card larceny. Shupe allegedly used a card that belonged to somebody else on Dec. 28, 2020.

–Raymond Pernell Waddy II, 48, of the 2300 block of Black Stump Road, Weems, on one count each of DWI (third or subsequent offense), misdemeanor driving after forfeiting license, misdemeanor driving revoked, and misdemeanor driving with an open container of alcohol. The offenses allegedly took place on Oct. 22, 2023.
