Sandston man hit with 10-year prison sentence for selling methamphetamine in New Kent

A Sandston man who sold drugs in New Kent County will now spend a mandatory decade behind bars.

Dylan Austion Overton, 27, entered guilty pleas to two counts of distributing methamphetamine (more than 227 grams) as part of a plea deal reached during Monday proceedings in New Kent Circuit Court. Two additional charges of distributing methamphetamine as well as one charge of possession of a Schedule I/II drug (methamphetamine) were dropped as part of the agreement.

In a summary of evidence by New Kent Commonwealth’s Attorney Scott Renick, in Oct. 2024, Overton was the subject of an undercover operation being conducted by the Twin Rivers Drug Task Force in the Bottoms Bridge area of the county. During that month, a confidential informant conducted control buys of methamphetamine from Overton, with the biggest purchase being $4,900. After the items were recovered from the informant, Overton was arrested on the charges.

Under the agreement, the defendant received a 40-year prison sentence with 35 years suspended (five years to serve) on each of the two charges for a total of 10 years. The time imposed is mandatory under the state statute. He must also pay $8,480 in restitution as well as $3,000 in fines.

In other circuit court matters:

–Floyd Ellis Chapman IV, 58, of the 4900 block of Barnetts Road, Charles City, was found guilty of violating the terms of First Offender. Champman was convicted for possessing cocaine on Oct. 2, 2024, while he was in the First Offender program. He also received guilty conviction on one count each of violating the terms of pretrial services and violating probation.

Chapman received a five-year sentence with all time suspended on the drug possession conviction. He received 30 days to serve on both the felony pretrial and probation convictions, resulting in a 60-day total sentence.

–Thomas Moody Garner, 32, of the 8000 block of New Kent Highway, New Kent, entered a guilty plea to an amended charge of disorderly conduct (originally making a bomb threat) as part of a plea agreement.

In a summary of evidence, on Dec. 3, 2024, New Kent Sheriff’s Office received a call for service from Donna Morris. She indicated that her son, Michael Morris, received a threat from Garner, who was his neighbor. The investigation determined that Morris and Garner had been arguing while playing on an XBOX video game system, and Garner made the comment that “I will burn your car and house down.”

Under the agreement, Garner received a 12-month sentence with 11 months suspended (one month to serve). He must also pay $1,200 in restitution and a fine of $500. He also received an additional year in jail as he was on probation at the time of the offense.

–Zuri Jefferson, 21, of the 300 block of Brunswick Road, Richmond, was found guilty on an amended charge of misdemeanor eluding (originally felony eluding) as part of a plea agreement. A felony pretrial violation was dismissed.

In a summary of evidence, on Apr. 8, 2024, an officer noticed a vehicle traveling down Interstate 64 at a high rate of speed. When the officer began pursuing the vehicle, the suspect turned off the lights of the car. Eventually, the suspect, later identified as Jefferson, pulled over and was taken into custody.

Under the agreement, Jefferson received a six-month jail sentence with five months suspended (one month to serve).

–Albert Eugene Johnson, 38, of the 500 block of Chesdale Court, Williamsburg, was found guilty of possession of a Schedule I/II drug, felony failure to appear, and First Offender alcohol violation. During a Sept. 2023 trial, Johnson entered a guilty plea to possessing methamphetamine on Mar. 19, 2023, and entered into the First Offender Program as part of the plea agreement. However, the defendant violated those terms by consuming alcohol, triggering the conviction on that charge as well as two other charges as he failed to appear for his court date.

Johnson was sentenced to five years in jail with four years, nine months suspended (three months to serve) on the possession of methamphetamine conviction. He will serve all 30 days on the failure to appear conviction and had all 30 days on the First Offender alcohol consumption violation suspended.
