Virginia Beach duo indicted for allegedly possessing methamphetamine in New Kent

A pair of Virginia Beach residents who allegedly possessed an illegal substance in New Kent County have been indicted by a grand jury.

Donna Dale Bishop, 51, and Charles Frederick Kirby, 44, both of the 900 block of Argona Boulevard, were each indicted on count of possession of a Schedule I/II substance during Monday morning proceedings in New Kent Circuit Court. The duo allegedly possessed methamphetamine on Sept. 9, 2025.

Other indictments certified by the grand jury include:

–Anna Catherine Baggett, 31, of the 5400 block of Haupts Lane, Charles City, on two counts of possession of a Schedule I/II substance. The defendant was allegedly in possession of methamphetamine and amphetamine on Sept. 7, 2025.

–Troy L. Balsinger, 49, of the 1000 block of Woodlawn Avenue, Pasadena, Maryland, on a lone charge of possession of a Schedule I/II drug. Balsinger allegedly was in possession of Oxycodone on Aug. 8, 2025.

–Christopher Tyrone Carroll, 55, of the 2500 block of Fairground Road, Maidens, on one count each of driving while intoxicated (third or subsequent offense), misdemeanor driving suspended, misdemeanor driving revoked (blood-alcohol content related), and misdemeanor driving without interlock ignition. The offenses allegedly occurred on Nov. 5, 2025.

–Christopher David Evanko, 43, of the 2100 block of Charles City Road, Charles City, on one count each of possession of ammunition by a convicted felon and possession of a schedule I/II drug. Evanko was allegedly in possession of Dimethyltryptamine and ammunition on May 28, 2025.

–Logan Anthony Evans, 28, of the 4100 block of Coffman Boulevard, Chesapeake, on one count each of felony eluding and misdemeanor driving while intoxicated (first offense). The alleged incident took place on Aug. 23, 2025.

–Victoria Nicole Gragg, 29, of the 8000 Stonemeade Drive, Richmond, on one count each of assault and battery on a law enforcement officer and misdemeanor obstruction of justice. The offenses allegedly occurred on Sept. 19, 2025.

–Jamael Little, 36, of the 4700 block of Craddock Avenue, Richmond, on one charge each of possession of a Schedule I/II drug, possession of a fun by a convicted felon, possession of ammunition by a convicted felon, and possession of a gun while in possession of a Schedule I/II substance. Little allegedly possessed a gun along with ammunition while also having Fentanyl on him on Aug. 23, 2025.

–Rene Nathaniel Woodson, 41, of the 2800 block of Valley Side Court, Richmond, on a lone count of possession of a Schedule I/II drug. The defendant was allegedly in possession of cocaine on Apr. 28, 2025.
