Quinton woman receives six-month term for third DWI conviction
A Quinton woman will spend six months in jail after receiving formal sentencing Monday afternoon in New Kent Circuit Court.
Kasey Dale Hartsoe, 34, of the 10000 block of Continental Road, received her term of incarceration for driving while intoxicated (third or subsequent offense) on July 17, 2025.
During a Jan. 12 trial, Hartsoe entered into a plea agreement and pled guilty to the aforementioned charge. A summary of evidence revealed that on the day of the offense, a New Kent deputy received a call for service after being alerted of a vehicle on the side of the road. When the officer arrived, they observed a vehicle with no headlights on but running that was parked alongside the highway. The deputy approached the driver, later identified as Hartsoe, and detected a strong odor of alcohol. When questioned why the car was parked on the side of the road, the defendant indicated that she had a medical emergency. A field sobriety test was conducted, with Hartsoe performing poorly. She was transported for medical purposes before later being arrested for driving while intoxicated. A further investigation discovered that she had two previous convictions for similar offenses.
Hartsoe received a five-year sentence with four years, six months suspended (six months to serve). The time to serve is the mandatory minimum under the state statute.
In other circuit court matters:
–Anna Catherine Baggett, 31, of the 5400 block of Haupts Lane, Charles City, entered a guilty plea to one count of possession of a Schedule I/II substance as part of a plea agreement. One additional charge of possession of a Schedule I/II substance was dropped, and two charges of felony pretrial violation were dismissed as part of the agreement.
In a summary of evidence, an investigation led to Baggett being discovered with the substance on Sept. 2, 2025. The substance was tested and discovered to be methamphetamine.
Under the agreement, Baggett received a 10-year sentence with all but three months suspended.
–Donna Dale Bishop, 51, of the 900 block of Argona Boulevard, Virginia Beach, entered a guilty plea to a single count of possession of a Schedule I/II drug as part of a plea agreement. One felon probation violation charge was dropped as part of the deal.
In a summary of evidence, on Sept. 9, 2025, a New Kent deputy responded to the Star Express in Quinton where two individuals appeared intoxicated. When the deputy arrived, the located the suspects in the car, with one of them being Bishop. As the officer looked inside the car, they noticed several smoking devices and other items related to drug use. The officer removed Bishop from the vehicle and secured the other items. A subsequent test discovered that the smoking devices tested positive for methamphetamine.
Under the agreement, Bishop will enter into the First Offender Program. If she successfully completes the year-long program, the charge will be dismissed.
–Tasheema Juneece Delaney, 32, of Highland Springs, was formally found guilty on one count of possession of a Schedule I/II substance. During a Nov. 25, 2024 trial, Delaney entered an Alford Plea of Guilt to the crime and was placed into the First Offender Program. However, the defendant did not complete the terms of the program, specifically not reporting to the probation officer for random drug tests.
Delaney received a five-year sentence with four years, six months suspended (six months to serve) on the conviction.
–Logan Anthony Evans, 28, of the 4100 block of Coffman Boulevard, Chesapeake, entered a guilty plea to an amended charge of misdemeanor eluding (originally felony eluding) and misdemeanor driving while intoxicated as part of a plea agreement.
In a summary of evidence, on Aug. 23, 2025, New Kent Sheriff’s Office were conducting a DUI checkpoint on Courthouse Road when a vehicle approached. The vehicle failed to yield at the checkpoint and continued to roll through it. An officer got into their call and was able to pull the vehicle over about a mile down the road. The driver, identified as Evans, had a strong odor of alcohol and was removed from the vehicle. Evans performed poorly on a field sobriety test and was arrested. A subsequent breathalyzer test discovered his blood-alcohol content level was .019, more than twice the legal limit.
Under the agreement, Evans received a six-month sentence with all but 10 days suspended on the misdemeanor eluding conviction. He also received a 12-month sentence with all but five days suspended on the misdemeanor driving while intoxicated conviction. He must pay a total of $600 in fines (with $250 suspended).
–Amy Katrina Harvey, 46, of the 800 block of Martin Town Road, St. Stephens Church, pled guilty to one count of possession of a Schedule I/II substance as part of an agreement.
In a summary of evidence, a police officer noticed a driver on Interstate 64 driving erratically and executed a traffic stop. Because of the suspicious driving, a K-9 unit was brought to the scene and conducted a free air sniff, alerting offices of possible drugs in the vehicle. The driver, identified as Harvey, was removed from the vehicle and a search discovered clear plastic baggies with a substance inside of it. The substance was sent to the forensics lab and confirmed to be oxycodone.
Under the agreement, Harvey received a 10-year sentence with all time suspended. She must pay a fine of $1,500.
–Austin J. Tyler Dimowski, 26, of the 6200 block of Emmaus Church Road, entered guilty pleas to one count each of possession of a Schedule I/II substance misdemeanor reckless driving as part of a plea agreement.
In a summary of evidence, on June 10, 2025, an officer clocked Dimowski traveling at 100 miles per hour and executed a traffic stop. When the officer was pulled over Dimoswki, they noticed a suspicious substance in plain view. A search of the vehicle discovered cocaine and the defendant was arrested on the charge.
Under the plea agreement, Dimowski was placed in the First Offender Program for the drug offense. If he successfully completes the program, the charge will be dismissed. He received a 12-month sentence with 11 months suspended (one month to serve) on the reckless driving conviction.
